Master Plan of System Improvements, Capital Projects
The HCSWA staff, together with ARCADIS, of Atlanta, Georgia (one of the Authority's primary consulting engineers), has developed a multi-year capital improvements program for the Authority. Included in the HCWSA's master plan are necessary means to finance the program, made possible by a combination of proceeds from revenue bonds, investment earnings, grants from the Georgia Environmental Facilities Authority (GEFA), and operating revenues.
The Authority has engaged ARCADIS to act as the engineer for the design and construction of the major capital improvements. The consulting engineer expects to complete the plans and specifications for the capital improvements in stages, according to the prioritized projects. The Authority selects general contractors for the particular projects through separate bidding processes, after the plans and specifications for each are completed. The Authority plans to require each general contractor to agree to construct specific capital improvements for a guaranteed maximum price, and to secure its obligations for construction and timely completion by labor and material payment and performance bonds.
The timely completion of the construction of the capital projects and system improvements is dependent upon, among other factors, promptly obtaining approvals and permits from various governmental agencies, as well as the absence of delays due to availability of qualified labor, shortages of materials, and adverse weather conditions.
The rapid pace of growth in Henry County is continuing. Water and sewerage system capacity must be adequate to support the water and sewer demands of this growing population. That is why it is imperative to develop and follow a long-term plan, in this case the HCWSA Master Plan of System Improvements. To fall behind on water system improvements could mean low water pressure, or worse yet, no water pressure for residents and businesses in various parts of the county. HCWSA is committed to seeing that this scenario does not happen. Following the master plan of system improvements will ensure that the current and future water and sewerage demands of Henry County residents and businesses will be met.
